        size_dynamic_sections to determine the hash table size.  When we are
        optimizing a better, but slower, algorithm is used.
        (size_dynamic_sections): Call compute_bucket_value.

        * elf.c (bfd_elf_hash): Optimize the hash function a bit.

        test for allocating space for a reloc in a shared object is the
        same as the test for emitting a reloc.
