        * elf32-ppc.c (ppc_elf_check_relocs): Don't emit R_PPC_REL* relocs
        against _GLOBAL_OFFSET_TABLE_.

        shared libraries which refer to local symbols.  Make sure that the
        test for allocating space for a reloc in a shared object is the
        same as the test for emitting a reloc.
