MIPS/GAS/testsuite: Correct NewABI test selection

Make sure all tests that require NewABI support are only run with
`has_newabi' targets, removing numerous `mips-sgi-irix5' failures.

* testsuite/gas/mips/mips.exp: Limit remaining tests that
require NewABI support to `has_newabi' targets.
