* linespec.c (symtab_from_filename): Also throw NOT_FOUND_ERROR if
there are no symbols loaded, instead of throwing a generic error.
(decode_variable): Likewise.

gdb/testsuite/
* gdb.base/pending.exp: Test pending breakpoints without symbols
loaded.
