ACPI / thermal: fix thermal driver compile error when CONFIG_PM_SLEEP is undefined

The ACPI thermal driver defines acpi_thermal_resume() when
CONFIG_PM_SLEEP is defined. This results in the following compile
error when CONFIG_PM_SLEEP is undefined.
