Currently the driver only uses location values to maintain an ordered
list of filters.  Make it reject location values >= MAX_FILER_IDX
passed to the ETHTOOL_SRXCLSRLINS command, consistent with the range
it reports for the ETHTOOL_GRXCLSRLALL command.
