* scripttempl/pep.sc: Enclose __CTOR_LIST__, ___CTOR_LIST__,
__DTOR_LIST__ and ___DTOR_LIST__ in PROVIDE statements so that
they can be overrridden by crt input files.
* scripttempl/pe.sc: Likewise.
