        * cgen-dis.in (default_print_insn): Tolerate min<base instructions
        even at end of a section.
        * cgen-ibld.in (extract_normal): Tolerate min!=base!=max instructions
        by ignoring precariously-unpacked insn_value in favor of raw buffer.
