Subject: [PATCH] 	* Makefile.in (MAKEOVERRIDES): Define to be empty for
 GNU Make 	3.63.

Also corrected the definitions of CC_FOR_TARGET, CXX_FOR_TARGET and
CHILL_FOR_TARGET.
